[octane] Graph-based upgrade-db doesn't migrate Keystone DB

Steps to reproduce:
  Follow official upgrade procedure until upgrade-db phase
  `upgrade-db --with-graph $src_env_id $dst_env_id`

Expected results:
  `nova list` on the seed controller is run smoothly (zero exit code)

Actual result:
  `nova list` on the seed controller ended up with 500 status code from API (non-zero exit code)

Reproducibility:
  Always

Workaround:
  `keystone-manage db_sync`

Destination Fuel version: 9.0

    Perform flavor data migrations only for 7.0 envs

    The next command performs data migrations for flavors:

      nova-manage db migrate_flavor_data

    This migration have to be executed only on environments with the Kilo
    version.

    Upload net template to seed env while cloning
