roles/ironic-conductor noop test broken

https://review.openstack.org/#/c/355868/ introduced an issue with the noop tests where the roles/ironic-conductor tests are failing with:

FAILED roles/ironic-conductor ubuntu neut_tun.ironic-ironic
  passed should compile into a catalogue without dependency cycles
  passed should ensure that ironic-fa-deploy is installed
  passed should declare ironic class correctly
  failed should declare ironic::conductor class correctly (undefined local variable or method `api_url' for #<RSpec::ExampleGroups::RolesIronicConductorPp:0x007fe586053548>)
  passed should configure the database connection string
  passed ironic config should have propper config options
  passed should create /var/lib/ironic/tftpboot/pxelinux.0
  passed should not contain Service[nova-compute] with ensure => "runnin

The api_url in the test should be in quotes. For some reason the voting noop tests were not run in fuel CI when fuel: recheck was done so this was missed.

    Fix ironic-conductor noop tests

    This change fixes the noop test for the api_url verification in the
    ironic-conductor test.
