Bug Description
We are implementing new feature for fuel octane (upgrades).
And we need to share few more directories thru rsyncd.
We faced following issue:
Current rsyncd (3.0.9) does not support "&include" parameters.
So we decided to update main config file /etc/rsyncd.conf,
which is probably not the best solution.
We agreed that rsyncd should be configured to read "/etc/rsyncd.
So we just put /etc/rsyncd.
We need two changes below for 9.1.
1) rsyncd >= 3.1.0 should be available installed by default on Fuel master 9.1
2) Modify fuel-library/

I would prefer to have such directory for configuration files under /etc/rsyncd.conf.d/ (thanks yorik-sar for this thought).
