Bootstrap of centos_master fails because can't find '/etc/fuel/bootstrap_admin_node.conf'

Found on CI:
https://product-ci.infra.mirantis.net/job/9.x.system_test.ubuntu.system_test.deploy_centos_master/23/console

Test: Deploy cluster and check RadosGW on 1 Controller, 1 Compute & 2 Ceph on Neutron/VLAN
Test Group: Case_CentosDeployCheckRadosGW__Config_centos_master_ceph_all_on_neutron_vlan

Steps to reproduce:
   1. Create environment,
   2. Bootstrap centos_master
Expected results:
   Bootstrap successfully completed
Actual result:
   Error appears:
   UnexpectedExitCode: Command 'sed -i "s/wait_for_external_config=yes/wait_for_external_config=no/" /etc/fuel/bootstrap_admin_node.conf' returned unexpected exit code 2, while waiting for [0]stderr: sed: can't read /etc/fuel/bootstrap_admin_node.conf: No such file or directory

If fails when tries to modify the file /etc/fuel/bootstrap_admin_node.conf which is not mandatory. So, test should be tollerant to the possible absense of this file. Re-assigning to QA team.

    Do not fail test if bootstrap_admin_node.conf does not exists

    In case of installing fuel from packages there is no
    bootstrap_admin_node.conf file
