Live migration doesn't work, this leads OSTF test failure

Bug Description

For now we try to disable test against migration at the OSTF side.
But the problem should be solved at the Nova side.

Alexander, there is no logs in https://ci.fuel-infra.org/job/master.fuel-ostf.pkgs.ubuntu.gate_ostf_update/727/ . Please provide a diagnostic snapshot, so that we start working on this.
