Incomplete List of DPDK supported HW in openstack.yaml

Bug Description

At least he "IXGBE_DEV_ID_82599_COMBO_BACKPLANE 0x10F8" NIC is missing in the "dpdk_drivers" part of openstack.yaml in Mitaka release, althoug it is listed in
http://dpdk.org/browse/dpdk/tree/lib/librte_eal/common/include/rte_pci_dev_ids.h?h=releases&id=7173acefc7cfdfbbb9b91fcba1c9a67adb4c07c9

There is no working update process for the openstack.yaml file, thus those nics can't be enabled for DPDK via the Fuel Gui.

The description on
http://docs.openstack.org/developer/fuel-docs/userdocs/fuel-user-guide/file-ref/openstack-yaml.html
fails because "manage.py dropdb" fails.

And the workaround i found for this
https://bugs.launchpad.net/fuel/+bug/1553667
does work only in older releases, but not for Mitaka.
