Bug Description
Steps to reproduce:
1. Create CentOS environment
2. Add 1 node with controller and cinder roles
3. Add 1 node with compute role
4. Deploy the cluster
5. Run OSTF
Expected results: OSTF passed
Actual result: OSTF test failed:
Failed 1 OSTF tests; should fail 0 tests. Names of failed tests: [{u'Launch instance with file injection (failure)': u'Time limit exceeded while waiting for instance creation to finish. Please refer to OpenStack logs for more details.'}]
