fuel-qa fails to prepare fuel node: Not Found (HTTP 404) error

Bug Description

The problem appeared after merging these commits:

Release 9.0 has been used and fuel-devops 2.9.21 (the problem also affects fuel-devops-3.0.1)

Steps to reproduce:
Run 'prepare_slaves_5' test using fuel-qa:

export NODES_COUNT=5
export ISO_PATH=<PATH_TO_ISO>
export ENV_NAME=fuel_system_test
export VENV_PATH=<PATH_TO_VENV>

./utils/jenkins/system_tests.sh -t test -w $(pwd) -j fuelweb_test -i $ISO_PATH -o --group=prepare_slaves_5 -k -K

Expected results:
Test passed and the master node is ready.

Actual result:
Test fails with the following error:

Workaround:
Before running the test we need to manually export the following variables:
export OPENSTACK_RELEASE_UBUNTU=Ubuntu+UCA 14.04
export OPENSTACK_RELEASE_UBUNTU_UCA=Ubuntu+UCA 14.04
export UBUNTU_SERVICE_PROVIDER=not_default (Note:here we need to set any value except for default 'systemd')

Hi, Timur. What branch of fuel-qa did you use? You should use stable/mitaka branch for 9.0 deployments.
