Deployment fails if L3 HA is enabled for mos 9.0 and 10.0

Detailed bug description:
 The deployment to the controller nodes fails if L3 HA is selected. Confirmed with multiple installs on 9.0 and 10.0
Steps to reproduce:
 TLS for OpenStack public endpoints
 HTTPS for Horizon
 KVM Hypervisor
 Nova quotas
 Ceph Storage
 Install Murano
 Install Ceilometer and Aodh
 Public Gateway is Available
 Assign public network to all nodes
 Neutron L2 population
 Neutron L3 HA
 Neutron QoS

Expected results:
 Successful deployment
Actual result:
 Deployment fails for controller nodes
Reproducibility:
 I have the same results using MOS 9.0 and 10.0
Workaround:
 None

Description of the environment:
 Operation system: ubuntu 14.04
 Versions of components: MOS 10.0
 Reference architecture:
 Network model: VXLAN with L3 HA
 Related projects installed: None.
Additional information:
 Installing on two controllers and one compute/Ceph node.

478 ISO is too old, can you try official 9.0 RC2 (495 build) and share diagnostic snapshot?

I'm not sure where to find the RC2 download. I downloaded the latest 9.0 version I could find. Here's the link.

That is were I downloaded the ISO for the original snapshot provided. You're saying the the 9.0 ISO I downloaded just a few weeks ago is too old for you to use for troubleshooting?

Please download latest 9.0 ISO from url I have provided. It already contains patch.
