Move bootstrap packages from sample.yaml to fuel-menu

File settings.yaml for fuel bootstrap is generated from multiple sources:
* fuel-menu settings.yaml
* fuel-bootstrap settings.yaml.sample

It would be great to move packages from settings.yaml.sample to fuel-menu to keep it in one place.

As a solution adding option --config <config-file-name> to fuel-bootstrap could resolve the issue building different bootstraps (Xenial, Trusty ...)

    [Install Guide] Bootstrap --config option

    Added new '--config' fuel-bootstrap option
    to 'Configure a bootsrap image'
    section of Fuel Installation Guide.

The changes in fuel-bootstrap has been merged.
So bootstrap_admin_node.sh will run with “fuel-bootstrap build --config fuel_bootstrap_default.yaml”
It will enable choose Xenial (16.04) or Trusty (14.04) for building bootstrap.

The rest of changes in scope to close the bug is related to Fuel-library:
Fuel-library to own the whole config, should render it and pass explicitly to fuel-bootstrap.
