Can't boot master node installation via PXE

Bug Description

Detailed bug description:
When trying to install FUEL 9 master node via PXE I'm getting error:
cp :cannot stat '/run/install/repo/ks.cfg/ks.cfg': Not a directory

If I create directory ks.cfg and then move ks.cfg into directory ks.cfg(path look like ks.cfg/ks.cfg), installation continue successfully.

Steps to reproduce:
Download Mirantis Fuel 9 ISO
https://software.mirantis.com/openstack-download-form/
and follow steps
https://docs.fuel-infra.org/fuel-dev/develop/pxe_deployment.html

Expected results:
Master node installation successfully boot via PXE

Actual result:
Master node installation didn't boot via PXE

Reproducibility:
Every time on FUEL 9

Workaround:
Make directory ks.cfg in isodir and move ks.cfg into directory ks.cfg.

Description of the environment:
Installing master node in KVM VM.

Operation system: Ubuntu 14.04
Versions of components:
  libvirtd (libvirt) 1.2.2
  QEMU emulator version 2.0.0 (Debian 2.0.0+dfsg-2ubuntu1.24)
Additional information:
  # uname -a
  Linux devserver1 4.2.0-41-generic #48~14.04.1-Ubuntu SMP Fri Jun 24 17:09:15 UTC 2016 x86_64 x86_64 x86_64 GNU/Linux
