Bug Description

Despite the fact that bug https://bugs.launchpad.net/fuel/+bug/1521906 was fixed it didn't fix the problem.

I'm still facing the issue.

Steps to reproduce:
1) Create 9.0 with Ceph for all and 3 compute nodes
2) Remove 1 compute node with smallest ID
3) Execute "Instance live migration" test

Expected result: Test is OK

Actual result: Test fails on "6. Migrate instance"

    Check compute state before migration

    Novaclient returns list of hypervisors. We should
    check state to discard deleted or disabled
    (unavailable) compute nodes for instance migration.
