Fuel-qa must be able to run BVT, Swarm not using ISO

According to task Fuel-qa must be able to run BVT, Swarm not using ISO need to:

1) refactor method for installing master node and add posibillity to install centos_master node with cloud_image and installing fuel services from packet, not iso.
2) add method for parsing rpm_repos.yaml file with described mos repos instead of only using fuel-release packet
3) parse devops environment and decide wich master node need to install (by default or centos_master) based on devops template.
