so the change inproduced in the https://review.openstack.org/#/c/341851/ should be handled

    Don't configure the Postfix MTA for Ubuntu 16.04 LTS

    The bootstrap with Ubuntu 16.04 LTS doesn't contain the Postfix MTA
    by default. This commit set the configuration for the Postfix only
    in the older Fuel releases where Postfix is exist. Also, this change
    configures Postfix to Local delivery mode only.
