Detailed bug description:
Fuel 8.0 Cluster status new while nodes have status ready

Steps to reproduce:
- deploy fuel master nodes and slaves via dos.py
- set roles to nodes via cli
- deploy plugins
- provision nodes via cli
- deploy nodes via cli

Expected results:
cluster status "operational"

Actual result:
cluster status "new"
