move ceph configuration options to use ceph class parameters

The upstream ceph module is adding a bunch of ceph options that we currently define in our osnailyfacter[0] to the main ceph[1] class. When the change is merged, we should update our configuration of these parameters.

    Move new ceph options to use ceph class parameters

    The upstream change [1] added some new osd parameters to the ceph
    class. This change updates our configuration of these parameters.
    Also, this change fixes one mistake in the $ceph_tuning_settings
    parameters and noop tests.
