Bug Description

We need to have new branches for two repositories:
 - https://review.fuel-infra.org/#/admin/projects/open-paas/project-config
 - https://review.fuel-infra.org/#/admin/projects/open-paas/system-config

In both these repos we need to have branch "stable".

Discussed with Sergey Kraynev, they all for having permissions to create branches on their own.

As far I can see, the "open-paas" parent project has all permissions to provide that grant:

[access "refs/heads/*"]
    create = group build-core
    create = group open-paas-core.

Thus, current bug can be closed.
