[detach-keystone] network_metadata isn't full

I tested detach-keystone plugin with other plugins
The list of plugins:
 - Contrail plugin
 - Detach Database
 - Detach RabbitMQ
 - Detach Haproxy
 - Detach Keystone
 - Standalone Ceph

Deployment fails with error:
Error: get_nodes_hash_by_roles($network_metadata_hash, ['node_role1','node_role2']): 1st argument should be a valid network_metadata hash at /etc/fuel/plugins/detach-keystone-1.0/keystone-controller.pp:24 on node node-1.domain.local
