correctly install the aodhclient

There is need to fix our workaround in the feul-library: https://review.openstack.org/#/c/314093/

Mitaka is not valid due to the puppet-aodh being pinned to 8.1.0. If this gets updated it will need to be fixed, but for now it only applies to 10.
