noop tests failing due to removed glance auth_region setting

the auth_region was deprecated upstream[0], so the noop tests are failing due to the parameter no longer being set for glance api.

    Remove deprecated glance_api auth_region

    The auth_region was deprecated upstream as part of
    Ie50ab3371386691b72e25e1088198c05edb920b6 so it needs to be removed from
    our noop tests.
