Fuel UI tests fail on Firefox v.47

The issue is in firefox v47 package, that incompatible with selenium used in the tests.

Proposed solution: to use a particular FF version for the UI tests (tests now work on FF v46 and less)

do not run puppet now on these slaves as we need to get a package in our infra and then change role on the slaves, which will ensure we have proper pkg pinning.

hiera role:
fuelci_webui_slave
now pinns to v44 version.

and:
fuelci_oldwebui_slave
now pinns to v42 version of firefox.

ci-team, we will need to manuall run puppet agent on the slaves which runs webui tests, these one, that needs v42 or v44 firefox.
