Can not change bonding type for a bond in Fuel UI

Looks like regression after https://review.openstack.org/#/c/322819/ merge.

Steps to reproduce in Fuel UI:

1. create an environment
2. add a node with a few non-pxe interfaces that support DPDK
3. go to the node interfaces configuration screen
4. check that DPDK is disabled for the node interfaces
5. bond non-pxe interfaces, a bond with linux bonding type will be created (DPDK disabled for the new bond)
6. try to enable DPDK for the new bond and change its bonding type to dpdkovs

Expected result: DPDK can be enabled on the bond
Actual result: DPDK checkbox is locked and warning appears that some of the bond slaves do not support DPDK
