Bug Description

Detailed bug description:
At the end of "provisioning", nodes would reboot but take longer than five 5 minutes to come back up, we timed the HP BL460 servers @ ~6m and some Lenovo servers @ 11m+
Let's change reboot timeout value to 15 minutes.
Steps to reproduce:
1. Create cluster
2. Add 1 controller and 1 compute
3. Start provisioning
4. At the end of provisioning, nodes should reboot and it takes 15 minutes on some hw configurations (RAIDs etc).

Perhaps, the administrator should configure appropriate timeout in astute's config file.

could it be just a doc bug?

It should probably be both. To be honest, there's no reason to have such a low timeout as most large bare metal servers take > 5 minutes to post. It's a bad UX to have such failures due to an arbitrary timeout setting in astute.

Since this is configurable via the configuration files for astute, back porting to 9.x is not really necessary. Also since it is already configurable by the end user, this is a medium bug.

Increase reboot timeout to 15 mins

This change increases the reboot timeout setting from 240 seconds to
900 seconds as some hardware takes much longer to reboot than others.

    Change-Id: I4d17e6c1800f108747c50eb7f29638d28ecb555e
    Closes-Bug: #1594882
DocImpact: The default timeout for astute to wait for a node to be
rebooted is now 15 minutes. To manually change this, you can update the
astute.conf file and change the reboot_timeout value to the number of
seconds to wait for a reboot. After updating the configuration file, you
will need to restart the service.
