Bug Description

Detailed bug description:

Customer reported a discrepancy with their partitions and the way Fuel was originally intended to deploy the node where the partitions are off. There are 3 storage nodes in question and all 3 nodes have the /boot partition on a disk that was configured via Fuel to be used 100% for either ceph osd and ceph journaling. In theory, the /boot partition (as far as I understand) should be on the base system disk, but that is not the case.

Steps to reproduce:
 Unsure.
Expected results:
 /boot partition should be in the base system disk.
Actual result:
 /boot partition was randomly placed on a disk reserved for ceph osd/journaling
Reproducibility:
 Unsure.
Workaround:
 Unsure.
Impact:
 None at the moment. Environment is fine, but this issue is nonetheless worth looking into.
