Can't deploy changes after changing vmware settings

Detailed bug description:
 Changes can't be applied to cluster if we change settings on vmware tab.

Steps to reproduce:
 Deploy cluster with 1 controller and vCenter.
 Change any parameter on vmware tab.
 Try to deploy changes.

Expected results:
 After parameters was changed we should be able to deploy changes.

Actual result:
 On dashboard we observe that no changes were detected.

Also we have the following problems with vCenter UI tab:
1) Can't upload vCenter certificate after stopping deployment.
2) Can't upload vCenter certificate after resseting env.

Workaround for the problem, that changes were not detected on dashboard is to deploy changes via CLI:
fuel --env <env_id> deploy-changes

I changed importance to the medium because there is workaround.

Won't fix because, firstly, it's medium bug and secondly it affects different parts of nailgun so fix could be reason for new bugs. Will be fixed in the next release.
