Murano-artifacts package should only be installed by Murano task

Currently during execution of Glance modular task will be installed package murano-glance-artifacts-plugin (https://github.com/openstack/fuel-library/blob/master/deployment/puppet/openstack_tasks/manifests/glance/glance.pp#L138) even if Murano is disabled. Such problem comes from this patchs (https://review.openstack.org/310138) where Glare was enabled by default for Murano.

As Murano right now is base Fuel component, Nailgun creates some data (db passwords, murano parameters, which includes enabled by default glare plugin). Hence we need to update Glance task to prevent installing this package.

It should be used with Glance - this package should not be installed without Murano.
