Detailed bug description:
After building image "fa_build_image" doesn't rebuild it and there is not option to override this behavior. If package list in Fuil web ui is changed re-deploy won't help.
Settings changes can be checked, on "deploy" action image can be rebuilt, "fa_build_image" should provide options to rebuild image manually.
Steps to reproduce:
Deploy new cluster (build from master/MOS 10), but make it fail in early puppet stages.
Update package list in Fuel web ui settings.
Run "fa_build_image" twice.
Expected results:
fa_build_image:
Without extra options: image is not rebuilt.
With some option like "--force/
Pressing "deploy" second time in Fuel web ui should trigger image rebuilding process.
Actual result:
Image is not rebuilt.
