ceph&radosgw deployment should be tested on each commit to fuel-library

To prevent BVT failures from fuel-library commits related to ceph&radosgw deployment (e.g. https://bugs.launchpad.net/fuel/+bug/1584851) we need to have Fuel CI jobs on each commit which will deploy ceph&radosgw enabled. We should test at least ceph&radosgw deployment and run set of ostf tests as usual.

Fuel QA team, could you please find appropriate scenario which can be used for this? Please provide the information about required resources for the test.

Also, this new job could be used instead of ubuntu_vlan_ha which doesn't actually test the deployment (https://bugs.launchpad.net/fuel/+bug/1588872).
