    Fix support for changing settings for some of the services

    Allow a user to change particular openstack and misc
    services configuration.

    Supports:
      ceilometer
      cinder
      glance
      haproxy
      heat
      mysql
      rabbitmq

We currently don't have a section in the user docs on services configuration. If there's a need for this section, we'll file it separately with state of the art description.
