dos.py reports about environments from nearest future

(local-devops)[root@bmdl-21 ~]# cat /etc/timezone
US/Central

According to DB it was spawned in the past, but how can i be sure?

    Report dates in local time for dos.py show and snapshot-list commands

    - Added helper to convert utc datetime to local
    - Django's TIME_ZONE set to None, to allow detection of system
      timezone
    - logging time stays in UTC
