uca deployment fails because of murano-glance-artificate-plugin is missing

Detailed bug description:
UCA deployments under 9.0 are missing the murano-glance-artifact-plugin

AssertionError: Package 'murano-glance-artifacts-plugin': repository 'http://ubuntu-cloud.archive.canonical.com/ubuntu/ trusty-updates/mitaka/main' not found in ['http://10.109.20.2:8080/mitaka-9.0/ubuntu/x86_64/ mos9.0/main amd64 Packages']

This needs to be either excluded under UCA or pinned from MOS.

Steps to reproduce:
Deploy 9.0 with UCA.

Expected results:
UCA should deploy murano

Actual result:
Fails because missing package
