We need to handle the following situation:
Actual behavior:
If we login first time under the reader account to the Fuel UI it's impossible to go through the welcome page that requires to set or not the sending of usage statistics.
Expected behavior:
As the user with non-admin permissions couldn't change any settings he shouldn't see the welcome page with the request about sending statistics.
Implementation: after successful authorization keystoneclient returns all information about the current user. It's necessary to filter the execution of welcome page by user's role (only for 'admin' role).
