[system-tests] yaml-modification methods are outdated (docker were removed)

https://github.com/openstack/fuel-qa/blob/master/fuelweb_test/helpers/fuel_actions.py#L61-L179 this lines of code contains duplications/unnecessary steps and uses temp files. We should find a way to edit local/remote yaml files easily, not so complex

    Refactor "yaml modification"-related methods

    Allow to use yaml configs as python objects directly
    Since there is no docker anymore we can easily use files on remote
    host we can get rid of intermediate files
