Bug Description
There is no way to configure TB right now, it uses only stuff configure in Nailgun.
We should support reading configuration values (SQLAlchemy URL, Keystone URL and credentials) from our own config file and getting the name of this file from environment variable (to run it from some process manager like uWSGI).
