add bi-daily MySQL OS databases backup to the fuel master

Please add automatic MySQL backup of the OS database (ignoring plugins databases such zabbix) by some resonable schedulle:

1. bi-daily full OS MySQL backup
2. Weekley full MySQL backup (optional)
3. Hourly delta OS backup (optional)

Backup rotation -- should be present:
1. 1 monthly backups
2. 4 weekly backups
3. 7 daily backups
4. 2 last backups

Configuration on Fuel: enable by default

please add restoration procedure to the MOS operation manual

Note, that is a feature request, can't be fixed as a bug. I suggest to design a spec for that. For example, Fuel could leverage object storages (swift, ceph+RADOS) deployed with environments to store backups with expiration policies. I believe that'd be a better way to store/rotate logs than use a local storage on master node. Also, backups worth nothing w/o recovery validation procedure, so this should be covered as well.
