 package "fuel-rabbit-fence" doesn't provide systemd unit
Steps to reproduce:
 install "fuel-rabbit-fence", run "dpkg -L fuel-rabbit-fence | grep systemd"
Expected results:
 unit file is provided
Actual result:
 unit file is absent

Workaround:

Impact:
 service can't be handled by systemd, run in Ubuntu 16.04, MOS can't use Ubuntu 16.04 as host OS for nodes
