Detailed bug description:
Health check fails with "AssertionError: Step 4 failed: Failed to get to expected status"
Waiting for <Server: ost1_test-boot-volume-instance891094281> to get to ACTIVE status. Currently in build status

Steps to reproduce:
1. Create new environment with VLAN segmentation for Neutron
2. Use KVM as hypervisor
3. Add controller, compute and storage nodes
4. Configure HugePages for compute node: 256 2m pages for Nova and 128 mb for DPDK
5. Move private network to dedicated interface
6. Enable DPDK on private network on compute node
7. Run network verification
8. Deploy environment
9. Run network verification
10. Run OSTF

Expected results:
OSTF passed

Actual result:
Several ostf tests failed to get to expected status:
Create volume and boot instance from it
Create volume and attach it to instance
Check network connectivity from instance via floating IP
Launch instance with file injection
Launch instance
etc
