[Fuel-menu] Modules loading should be static

Bug Description
For now modules are loading dynamicly from modules folder. It results in troubles with loading/saving order, hacks with priority and restrictions for module's classes naming. Moreover this dynamic loading doesn't provide any profits. So it should be replaced by static loading.

Static modules loading
Now all active modules should be imported explicitly.
Also rename all modules classes and remove priority.
