Make "rabbit_heartbeat_timeout_threshold" and related params configurable from hiera

Detailed bug description:
 Some defaults for rpc-related parameters we changed in upstream puppets ( https://bugs.launchpad.net/fuel/+bug/1573592 ).
 In fuel-library we fix this be explicitly passing this parameters to classes. For now patches only "fixes bugs" (changed behavior), we should bring this parameters from hiera.
Steps to reproduce:
 checkout fuel-library master branch
Expected results:
 "rabbit_heartbeat_timeout_threshold" and related parameters are loaded from hiera
Actual result:
 "rabbit_heartbeat_timeout_threshold" and related parameters are hardcoded

    Make RabbitMQ Heartbeat related parameters configurable from hiera

    Now we use default values of haertbeat related parameters, and
    we need to have an ability to override them using Hiera.
