Bug Description
Need to create system test which cover next scenario:
1. Create centos7 admin node
2. connect online mos repos
3. Prepare and Install Fuel services using "fuel-setup.rpm" and "boostrap_
4. Check that fuel services was installed correctly using "fuel-utils check_all"
5. Create and deploy cluster
