[fuel-octane] [infra] Enable voting packaging-ci for stable/* branches in openstack/fuel-octane

Detailed bug description:

Please, enable packaging-ci.fuel-infra.org as voting on the openstack/fuel-octane repository, including stable/7.0 and stable/8.0 branches. We need this to enable the Upgrade CI for automated testing of Fuel/OpenStack upgrade capability.

Steps to reproduce:

Expected results:

Fuel Packaging CI building packages and voting on every patch set in change requests to stable/7.0 and stable/8.0 branches in openstack/fuel-octane repository

Actual results:

Fuel Packaging CI is only voting in master and stable/mitaka branches

We can support stable/8.0 builds on Public Packaging CI.

But stable/7.0 builds require different infrastructure, as they need centos6 base images.

Alexandra, it would be great if we could do it for 8.0. As for 7.0, let's discuss it separately then. I will remove it from this bug and file another issue regarding it.
