Bug Description
ISO #245 9.0
Steps to reproduce:
1. Install ISO
2. Choose Ceilometer
3. Add 1 controller, 1 compute, 1 cinder+mongo
4. Start 'Only provisioning' for these 3 nodes
5. Provisioning was successful
6. Open "Health Check" tab
7. There is no message for user why he can't start OSTF tests
Expected result: need to add message for user that he can start OSTF tests only after deployment of environment
