No warnings in Deploy Changes dialog

Bug Description

Reproduced in 10.0 master

Steps to reproduce in Fuel UI:

1. deploy default environment with a few nodes
2. save any changes on Settings tab
3. go to Dashboard, verify that changed environment configuration can be deployed (Deploy Changes button exists)
4. click Deploy Changes button and check Deploy Changed dialog

Expected result: there is a warning in the dialog about changed environment settings.

Actual result: no any warning in the dialog.

Warning in the dialog about changed environment settings is observed.
