Steps to reproduce:
Deploy any cluster with example_v3 plugin/plugin with reboot task (links below)

Expected result:
No errors, cluster is deployed

Actual result:
Task 'error' has error status. 'The task deploy is not allowed because of Task 'reboot_plugin-deployment-puppet' does not support cross-dependencies.'

Looks like this issue happens if the plugin is using tasks.yaml file.
