aodh policy configuration should be configured in an upstream module

Bug Description

If the upstream aodh module defines the policy, it breaks out code. The upstream recently attempted to move to setting the policy configuration within aodh::policy but it broke our code because of the duplicated definition. We need to prepare fuel-library to handle the policy being managed upstream.

    Temporarily remove policy configuration

    We need to temporarily remove the policy configuration for aodh so it
    can be correctly moved to the upstream. This change will be a
    depends-on for the upstream change so we don't break deployments
    accidently.
