fuel-devops(master) get wrong ip_ranges for public network

Detailed bug description:
  Devops virtual environment failed to create.

Steps to reproduce:
  Run any fuel-qa system test with fuel-devops 3.0 from master branch

Expected results:
  Environment is created and system test started

Actual result:
  Environment failed to start with the error:

    Fix public and floating ranges calculation for old-style tests

    IP ranges should be calculated for the public network size,
    not for the default network pool (which has /16 size).
