[Ceilometer] [OSTF] Test for events and traits failed

Detailed bug description:
Test for events and traits failed
Steps to reproduce:
1. Deploy environment with 3 controllers mongo and 1 compute
2. After deploy, start ceilometer test for events and traits.
Expected results:
Test passed
Actual result:
Test failed on step 3 Check that event type list contains expected event type with error "compute.instance.update" not found in event type list. Please refer to OpenStack logs for more details.

Potential failure for ceilometer swarm tests.

    Event with type compute.instance.update was removed in Mitaka,
    so we should use another event type
    (For example compute.instance.create.start)
