ovs_pmd_core_mask and ovs_core_mask should not be 0x0, because it's valid value that means disabling core.

invalid:
dpdk:
enabled: true
ovs_socket_mem: '128'
ovs_pmd_
ovs_core_mask: "0x1"

dpdk:
enabled: true
ovs_socket_mem: '128'
ovs_core_mask: "0x1"
