Bug Description
It is impossible to restart fuel CI tests for fuel-web project. They are not started again after recheck command and their results are deleted from tests list. Affected branches are 7.0 and 8.0.
Steps to reproduce:
- issue recheck message
Expected result: CI tests are restarted
Actual result: CI test results are deleted and not posted again.

retrigger on 'recheck' has never been supported for 7.0
For 8.0 retrigger of all Fuel CI tests is enabled via "fuel: recheck" comment in https:/
