Bug Description

Now test create two clusters and share one network range to both.
This lead to unstable instance boot, because some networks (at least private) has two DHCP servers.

So OSTF test with instance running randomly failed

    Fix deployment configuration of two clusters

    Private network ranges were equal with the same VLANs. It lead
    to the network issues of the booted VMs

    Extend vlan range of the second cluster
